If you have art skills or know some unemployed artists, you could produce in book form or online subscription format a collection of clip art reflecting the local area. 

Today everyone uses free art in their ad copy and correspondence, but it is difficult to find art work of local landmarks, area Christmas scenes, local historical people.   Call it “The (Local Town) Clip Art Book.”
